Public Notice of Meeting for The Housing Authority of the City of Odessa - Board of Commissioners

Notice is hereby given that on April 23, 2026, the Board of Commissioners of the Housing Authority of the City of Odessa will hold a Special Meeting at 3:00 PM in the Board Room of the Martin Luther King Jr. Center located at 124 E. 2nd St, Odessa, Texas 79761.

The subjects to be discussed are listed on the agenda which is attached hereto and made a part of this notice.

If, during the course of the meeting covered by this notice, the board determines that a closed or Executive Session is required, the Board may convene in a closed meeting at the date, hour, and place stated in this notice, or as soon after the commencement of the meeting as the board may conventielty meet in such closed meeting, as authorized by the Texas Open Meetings Act, Texas Goverment Code Chapter 551, including Tex. Gov't Code § 551.071 (Consultiation with attorney), 551.074 (Personnel Matters), 551.076, and 551.089 (Security Devices or Security Devices). Any final action, decision, or vote will be taken in open session.

AGENDA

1. Call to Order and Establish Quorum.
2. Invocation.
3. Public Comments (3-minute limit).
4. Discuss and consider taking action to approve the minutes from the Board of Commissioners meeting held on April 14, 2026.
5. Discuss and consider taking action to review and approve. and authorize the publication of a new job posting for the position of a full-time Executive Director of the Housing Authority. City of Odessa. Texas.
6. Discuss and consider taking action on the report of the Acting Executive Director.
7. Discuss and consider taking action to enter into Executive/Closed Session under the Texas Government Code:
   
   1. Executive/Closed Session under Tex. Gov't Code § 551.074 (Personnel Matters): Deliberation regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee (hiring an Interim Executive Director).
   2. Executive/Closed Session under Tes. Gov't Code § 551.076 & 551.089 (Security Devices or Security Audits): Deliberation regarding Housing Authority security personnel or devices. security assessments or deployments relating to information resources technology, network security information, and the possible deployment of security personnel. critical infrastructure. or security devices.
   3. Executive/Closed Session under Tex. Gov't Code § 551.071 (Private Consultation with the Board's Attorney): legal advice regarding the personnel matter. security personnel, devices, and/or assessments, and associated obligations.
8. Reconvene in Open Session.
9. Consider and/or take action to approve an Interim Executive Director Employment Agreement and hire an Interim Executive Director for the Housing Authority.
10. Consider and/or take action on Housing Authority security personnel or devices, security assessments or deployments relating to information resources technology. network security information. and the possible deployment of security personnel, critical infrastructure. or security devices.
11. Discuss and consider taking action to tentatively schedule the next board meeting for the week of April 27, 2026 (date/time to be finalized and posted in accordance with the Texas Open Meetings Act).
12. Discuss and consider taking action to adjourn.
