Public Notice of Meeting for the Housing Authority of the City of Odessa, Texas (HACOOT)
Notice is hereby given that on the 16th day of March, 2026, The Housing Authority City of Odessa, Texas Board of Commissioners will hold a Regular Meeting at 11:45 A.M, in the Board Room of the Martin Luther King, Jr. Center located at 124 E. 2nd Street, Odessa, Texas 79761. The subject to be discussed are listed on the agenda attached hereto and made a part of this notice.

  1.  Invocation.
  2. Public comments - (3-minute limit).
  3. Discuss and consider taking action to approve the minutes from the Board of Commissioners meeting held on December 15, 2025.
  4. Discuss and consider taking action to approve the security officer report.
  5. Discuss and review the staff summary reports for the periods ending December 31, 2025, and January 31, 2026.
  6. Discuss and consider taking action to approve the year-to-date financial reports for all HACOOT Programs for the periods ending December 31, 2025, and January 31, 2026.
  7. Discuss and consider taking action to approve updating the authorized signers for the Odessa Housing Authority accounts held with PNC Bank, including adding and/or removing designated staff as necessary to ensure proper financial controls and continuity of operations.
  8. Discuss and consider taking action to approve the investment reports for the quarter ending December 31, 2025, for all HACOOT Programs. Discuss and consider taking action to approve a resolution regarding Odessa Housing Development Corporation No. 2.
  9. Discuss and consider taking action to approve an Assignment of the Land Use restriction Agreement governing the Chaparral Village Apartments.
  10. Discuss and consider taking action to approve an Assignment of the Land Use restriction Agreement governing the Chaparral Village Apartments.
  11. Discuss and consider taking action to approve the CEO's report.
  12. Discuss and consider taking action to approve authorization to enter into Executive Session under the Texas Government Code:
